Consultation to Assess possibilities and appreciation for CCM

Nearing the end of the REST programme on East Samar and wishing to capitalise on the learning and momentum, TEAR commissioned an assessment with the purpose of:

Provision of data and recommendations that enable both Tear and Tearfund to make a grounded decision on possible future involvement in support of local initiatives to build resilience in the Philippines.

The assessment was prepared and carried out by a team of local and international NGO staff and the lead consultant. The assessment sought to not just find information to answer the questions but to make the assessment itself an experience of the possibilities for CCM. Therefore the assessment brought together different people from government, general population, CSOs, NGOs and churches to explore the questions together.
