The critical assumption of concept of the public square is citizenship; that people of a particular
geo-entity have rights and responsibilities. Democratic processes are hinged on citizenship.
This is to be distinguished from feudal systems where the people are subjects.
One of the rights of the citizens is that they chose who and how they are governed. Once a
people have elected their representatives and therefore a government, then the business of
Government is to govern according to Constitutional dictates, which secure the peace and
